The United States Congress creates federal laws. It consists of two bodies, making it bicameral. The two bodies are called The Senate and The House of Representatives. Bills are first voted on by one body, and if they are passed, the other body will vote on them. Bills that are passed by both bodies are passed on to the president for signing.
